The Celtic Basic Plans and CeltiCare Preferred Select Plans are the main health insurance options in Pennsylvania.

Celtic Basic is one of the most affordable options available within the carrier in Pennsylvania.  Some options that Celtic Basic has are High Deductible Health Plans (HDHP) and Preferred Provider Organization plans.  Some options within the Celtic Basic plan are compatible with Health Savings Accounts.  The Preferred Provider Organization plans have options with 80/20% coinsurance and $1,500 to $5,000 deductible choices. 

As of March 1, 2010, Celtic is now offering 70/30% coinsurance level with deductibles ranging from $1,500 to $7,500.  There is a prescription drug option and a $200 wellness benefit.

High Deductible Health Plans are attractive to young adults because of their low premiums.  High Deductible Plans are a form of “catastrophic” plans where medical emergencies are a very rare case for the individual.  These people generally live healthy lifestyles and are non-smokers.

Preferred Provider Organization (PPO) plans are part of the main three health insurance plans which also includes Health Maintenance Organization (HMO) plans and Point of Service (POS) plans.  Different from HMOs, PPOs allow members to choose from out-of-network care providers, whereas HMOs require members to choose from in-network care providers.  While PPO plans give their members freedom to choose, copays are also generally higher than that if in-network care providers were chosen.

Health Savings Accounts allow members to decide where their health care money is allocated- whether it is used for short terms expenses such as copays or long term expenses such as medical care in the future.  These plans are flexible to the member’s budget and therefore are designed to reduce out of pocket costs.
