Applying For Insurance in New York

New York does not allow medical underwriting. This means that insurance carriers are not permitted to review the medical history of prospective members. As a result, they are required to charge the same rate (or premium) to members regardless of their health status. This leads to very high premiums.

An average insurance policy in New York can cost $600-$800 per month for an individual plan.

What Other Options Are Available?

In New York, insurance policies offered to small employer groups are often less than half the cost of individual policies

1. Do You Qualify as a “Small Employer Group”?

  • Generally, a “small employer group” is defined as at least one or more eligible individuals that are employed as associates, partners or owners of a business, AND 75% of those employees must be covered under the company sponsored plan. Note that employees covered on another plan by their spouse can be considered toward the 75% minimum.

  • If you are considered a small employer group, you are eligible for individual policies that may cost $250-$350 per month per single associate with no dependents.

  • You will be required to submit proof of your status as a small employer group by providing a Quarterly Wage and Tax Statement. 2. Are You Eligible for Coverage through Medicaid?

Medicaid is a program for people who can't afford to pay for medical care.

You May Be Eligible for Coverage through Medicaid if you:

  • Have high medical bills.

  • Receive Supplemental Security Income (SSI).

  • Meet certain income, resource, age, or disability requirements.

3. Are You Eligible for Coverage through Healthy NY?

Healthy NY is a unique program that provides health insurance coverage to eligible working uninsured individuals including sole proprietors.

You May Be Eligible for Coverage through Healthy NY if you meet the following eligibility criteria:

  • You must reside in New York State.
  • You or your spouse must either be currently employed or must have been employed within the past 12 months.
  • Your employer does not currently provide you with health insurance (Please refer to www.HealthyNY.com for more information).
  • You have not had health insurance in effect for the twelve-month period preceding application or have lost that coverage due to a qualifying event.

    Qualifying events include but are not limited to the following:

    • loss of employment

    • death of a family member

    • change to a new employer

    • change of residence

    • discontinuation of a group health plan

    • termination or cancellation of COBRA coverage

    • legal separation, divorce or annulment

    • loss of eligibility for group health insurance coverage

    • reaching the maximum age for dependent coverage

  • You must be ineligible for Medicare.

  • Your current gross household income meets the income guidelines of the program. (Please refer to www.HealthyNY.com to review the Healthy NY Income Guidelines).
